The Rallies Committee, having considered all the
submissions received, have decided to
implement a number of changes to the structure
of Stage Rallies from 1.1.2003. These changes
are aimed at improving the lot of the novice or
junior competitor who frequently finds it
difficult, if not impossible to get an entry for an
event.

The changes will see an increasing number of places reserved for such competitors. The following entry criteria has been set:
- 30 entries must be reserved for "First Time" National B licence holders on Single and Mini Stage events.
- A further 50 entries must be reserved for all other National B licence holders on Single and Mini Stage events
- No World Rally Cars or International licence holders may enter for Single and Mini Stage events while entries for such events continue to be oversubscribed.
- International events will be restricted to International licence holders as previously published
